On April 1, 2026, the FCC released a streamlined decision resolving a large group of requests across several universal service programs, including E-Rate, the Emergency Connectivity Fund, Rural Health Care, High-Cost, and Lifeline. The action reflects the Bureau’s continued focus on enforcing filing deadlines, procedural requirements, and program rules while granting relief only in limited cases supported by precedent or unique circumstances.
In the E-Rate portion, the Bureau dismissed numerous requests for failure to meet basic filing requirements, as well as matters that were moot because invoices had already been paid, no valid application existed, or USAC had already taken the requested action. The Bureau also dismissed late-filed reconsideration petitions and cases that had to first be appealed to USAC, reinforcing the importance of following the correct review process.
At the same time, the FCC granted or remanded certain cases where the record supported relief, including matters involving clerical or ministerial errors, timing issues beyond the applicant’s control, or the need for USAC to complete a merits review. Overall, the decision underscores that while the FCC will provide relief where appropriate, applicants, service providers, and consultants must remain vigilant about documentation, deadlines, and procedural compliance.
