On Wednesday, October 21, 2026, USAC opens the EPC Administrative Window for FY2027. This is your yearly chance to update the information in your E-Rate Productivity Center (EPC) profile that USAC uses to set your discount rate and your Category Two (C2) budget. You can update:
- student counts
- NSLP or CEP data
- library square footage
- linked entities and consultants
The window closes shortly before the FY2027 FCC Form 471 filing window opens in early 2027, and your profile locks at that point. After that, changes that affect your discount can only be made through a modification request once your Form 471 is certified. That can slow your review and delay your funding decision.
💰 New this year: FY2027 is Year 2 of the FY2026–2030 C2 budget cycle. If your student count or library square footage has grown, you can ask USAC to recalculate your C2 budget, which could mean more funding for internal connections.
Before you start: check that your EPC Account Administrator is active. The admin must be an employee of your school, library or consortium. If yours has left, call USAC’s Customer Service Center at (888) 203-8100.
To help you prepare for the FY2027 E-Rate filing season, Kellogg & Sovereign (K&S) has developed a simple, easy-to-follow checklist for schools, libraries, and consortia. Take a few minutes to review and update your EPC profile before the Administrative Window closes to ensure your information is accurate, complete, and ready for the upcoming filing season.
