From the program’s very beginning in 1997, Kellogg and Sovereign assists schools & libraries to successfully receive funding from the E-Rate program (Schools & Libraries Universal Service Discount Mechanism). We help in all aspects of the E-Rate program — from preparing your Request for Proposal to filing for reimbursement.
In 2007 we expanded to assist health care providers by providing program management services to help them receive funding from the FCC’s two Rural Health Care programs, the Health Care Connect Fund and the Telecommunications Program.
Jason is the Chief Executive Officer and an accomplished global executive with over 25 years’ experience in public accounting and a history of growing successful professional services practices the US. He served on the Global Leadership Team of Grant Thornton, where he was responsible for service lines and industries, driving strategic growth, developing global capabilities, and nurturing key global clients. His access to an extensive national and global network of experts will assist with the rapid growth of Kellogg & Sovereign. Jason is a Certified Public Accountant in Illinois and Texas and received a B.B.A Degree in Accounting from Texas A&M University.
Located in Kellogg & Sovereign’s recently created New York office, Karina is part of the firm’s Leadership Team and has over 23 years of experience in public accounting, including at the largest firms. Karina is the firm’s Chief Financial Officer and an E-Rate Account Manager, assisting clients with successfully navigating though the E-Rate process. She began her career in Brazil and spent most of the last decade in New York as an International Tax Director/Senior Manager. Karina earned her Master of Law (LLM) in American Business Law from New York Law School and a Bachelor of Law (JD) from Pontificia Universidade Catolica de Campinas in Brazil.
Deborah serves as company advisor for the E-Rate and RHC teams and joined Kellogg & Sovereign in 1998. She has a wide range of experience in accounting, technology, training and financial analysis for various organizations. Prior roles include tax accountant, management advisory consultant, accounting software integrator, adjunct faculty- technology and accounting instructor, and financial analyst. She had the opportunity to work with large CPA firms including Arthur Andersen & Co. and Ernst & Whinney, regional and local CPA firms, a regional university, and two computer consulting companies. Ms. Sovereign continues to utilize her CPA expertise in managing the E-Rate program and assisting our clients in successfully navigating though the E-Rate process. Ms. Sovereign received her B.S. Degree in Accounting from Louisiana State University in 1983 (Magna Cum Laude) and her Certified Public Accountant certification in 1984.
Sarah is an experienced professional with a decade of expertise in offering E-Rate and other consultation services to educational institutions and libraries. She has held key roles such as Senior Accountant, Operations Manager, and Education Administrator in her previous position. Sarah holds a Bachelor of Science degree in Biological Science, with a focus on Neurobiology, Physiology & Behavior from the distinguished University of California, Davis.
Rachel is an E-Rate Account Manager for the firm assisting clients with certifying and accepting funding on behalf of schools and libraries.
Patrick is an E-Rate Compliance Specialist that works with client data collection and funding analysis. Previously, he worked with Citizen's 1st Bank of Nacogdoches, Texas as a Real Estate Loan Servicer. Patrick has also worked with the Sports Business and Sports Medicine Departments at Tyler Junior College, Stephen F. Austin State University, Texas A&M University, and Sam Houston State University . Patrick Graduated with a Bachelor of Science from Stephen F. Austin State University.
Y’landa Burch, Team Leader and Grant Writing Consultant, is a mission-driven executive with over 30 years of experience in education, staff development, and youth advocacy. For 25 years, she has had a very successful career in Boys & Girls Clubs Associations working in various capacities such as Executive Director, Chief Operating Officer, and VP of Resource Development. Y'landa is trained and experienced in funding efforts and program management, with an expertise in operations oversight, HR functions, and resource development. She holds an M.S. in Non-Profit Management from the University of Maryland and a B.S. in African American Studies, along with certification in English-Secondary Education from Central Connecticut State University.
Destiny is an E-Rate Account Manager who assists clients with certifying and accepting funding on behalf of schools and libraries. Previously, she worked as a branch manager for Enterprise Rent-a-Car, as a market research analyst at Reel Vizion Research, and for Citizens Bank of Ada as a wire/ACH coordinator. Destiny is a graduate of Oklahoma's East Central University with a Bachelor of Science in Business Finance and a Certificate in Banking.
Jason brings to the table a rich background in public sector technology sales, spanning over two decades. His expertise has been honed at leading service providers AT&T and Jive Communications, specializing in account management and business development roles tailored to the unique demands of public education and healthcare. With a commitment to client service and a deep understanding of E-Rate solutions, Jason is a key asset to our Kellogg & Sovereign team, leveraging his insights to ensure the best possible outcomes for our clients. He is a graduate of Southern Nazarene University, where he earned a Bachelor of Science degree in Management and Organizational Leadership.
With over 25 years of audit and review experience under his belt, Jose is a seasoned E-Rate program expert. He previously served as a business process analyst at Solix/USAC, where he successfully coordinated complex projects in both New York and Puerto Rico that significantly improved process efficiencies. Before his career in E-Rate, Jose pursued chemistry but has since transitioned into achieving a Bachelor of Science degree in Biology from New Jersey City University and a Master's in Business Administration from Fairleigh Dickinson University. Jose brings an invaluable set of skills and know-how that make him an asset to any team.
Adam is an E-Rate Administrative Associate who assists clients with certifying and accepting funding on behalf of schools and libraries.
Sharhonda (Shar) is the Director of Rural Health Care Consulting Services (RHC) and the Oklahoma Universal Services Fund (OUSF). She makes certain that health care providers’ applications for funding are precisely handled to maximize their funding and oversees the staff to ensure that the organizations are relieved of the administrative burdens. Shar also oversees the firms OUSF Policy filings and correspondences for program compliance, training and supporting clients and other stakeholders. Shar is a graduate of Oklahoma State University with a Bachelor of Science in Business Administration, and the University of Science and Arts in Chickasha, with a Bachelor of Science in Speech-Language Pathology.
Cassandra is a Rural Health Care Associate who collaborates with Rural Health Care (RHC) Account Managers and healthcare providers to facilitate the application process for funding from the FCC’s RHC programs. Cassandra served in the 26th class of the Bill Emerson National Hunger Fellowship in Washington, D.C. She holds a Bachelor of Arts in Community and Global Public Health from the University of Michigan in Ann Arbor, Michigan.
Kathy Flores, Compliance Specialist/Associate Account Manager, has worked as an E-Rate Data Entry Clerk and compliance specialist for more than a decade, during which she has amassed significant expertise in ensuring compliance with state and federal guidelines. Her meticulous attention to detail, and honed management skills, provide exceptional customer service to her clients.

Son has over 10 years of experience in providing E-Rate services to school districts and libraries throughout the U.S. He most recently served as a Case Management Associate providing E-Rate services focusing on processing, compliance, policies, and procedures. Son earned a Bachelor Degree in Business Management from Pace University - New York

Her meticulous attention to detail, and honed management skills, provide exceptional customer service to her clients.
Ashish is a seasoned expert in Federal programs like E-Rate and Rural Healthcare (RHC) and boasts over 15 years of experience in audit compliance for USAC. Known for his dynamic leadership and meticulous attention to detail, Ashish excels in program compliance, team development, and management.
Ashish holds an MBA in Finance and Management from Saint Peter’s University, New Jersey, and a Master of Computer Applications from Indira Gandhi National Open University in New Delhi.
Nikole is a Rural Health Care Account Manager for the firm, assisting clients with funding from the FCC’s two Rural Health Care programs: The Healthcare Connect Fund and the Telecommunications Program.
Shannon joined Kellogg & Sovereign in 2015. She currently serves as a Senior Account Manager for the RHC team where she manages client’s funding from the Rural Health Care programs as well as the Oklahoma Universal Service Fund (OUSF). Ms. Tice previously served as an Auditor with the Oklahoma Corporation Commission from 2012-2015. During her time at the Commission, she managed and audited funding requests from healthcare providers, schools, and public libraries for the OUSF. She also audited monthly payout requests to ensure program integrity. Ms. Tice served Kellogg & Sovereign as a Senior Account Manager from 2015-2019 before being promoted to Director of RHC & OUSF in 2019 where she directed all activities of professional management services of the FCC’s Rural Health Care Programs to facilitate funding support for the provision of health care. She also directed Kellogg & Sovereign’s OUSF Document and Compliance Service for all Oklahoma schools, libraries, and health care providers to be submitted or filed with the Oklahoma Corporation Commission. After serving as Director from 2019-2021, Ms. Tice resigned and fulfilled the role as an Advisor to the Kellogg & Sovereign’s RHC team while she pursued a professional opportunity, however, she later rejoined the RHC team as a Senior Account Manager in 2022. Ms. Tice is an integral part of Kellogg & Sovereign’s growth and client relationships.
Drulynne is a Senior E-Rate Account Manager that has over 15 years of experience with the E-Rate program. Drulynne received her Master of Science in Educational Counseling and a PPS (Pupil Personnel Services) credential from, University of La Verne. She has also earned her Bachelor of Science in Sociology with a Minor in Child Development from, California State University, Chico.
Garima has over 16 years of experience with E-Rate project management, technical implementation, quality assurance and special compliance consulting. She began her career at Solix in New Jersey and has since grown her knowledge of the E-Rate program through a variety of senior level positions at other firms. Garima is a graduate of New Jersey City University with her Business Administration in Accounting.
