SHLB Requests Clarifications on Erate Category Two Budgets

The Schools, Health & Libraries Broadband Coalition (SHLB) submitted a filing with the FCC on February 21, 2019 to request clarification regarding E-Rate Category Two budgets for the next E-rate funding cycle beginning July 1, 2020.
The E-rate Modernization program began in FY2015 by providing schools and libraries with a five-year budget cycle for "Category Two" expenditures. Absent action by the FCC, the Category Two budgets will end in FY2019 and the rules revert back to the previous method where applicants can receive E-rate discounts for internal connections, maintenance, and managed internal broadband services in two out of every five years. The FCC's Wireline Competition Bureau released a Report, Modernizing the E-rate Program for Schools and Libraries ( WC Docket No. 13-148, Feb 11, 2019) and recommended that the Commission continue the Category Two budget methodology. The SHLB filing asks the Commission to "create a fast tracked Notice of Proposed Rulemaking and ot issue a final decision to resolve the uncertainty over the Category 2 budget rules no later than the end of this summer."
