FCC denies appeals for review of cost effectiveness of data plans

In their decision, Batesville Community School Corporation, et al. the FCC denied Requests for Waiver from schools and libraries seeking waivers of the Commission's cost effectiveness requirements related to individual data plan and air card services for funding year 2015.  This decision demonstrates that only in very rare circumstances (e.g. library bookmobile) will the FCC provide E-rate support for data plans.  Beginning with FY2015, the E-Rate Modernization Order requires applicants seeking discounts for data plans and wireless air cards to show that it is more cost effective to purchase access to the Internet through the use of individual data plans or air cards than to use a wireless local area network (WLAN) connected to the Internet.
